Bihar rarely turns on a state-wide wave. It turns on the arithmetic inside individual booths. In the 2020 Assembly election, the NDA won 125 seats to the Mahagathbandhan’s 110, but the gap between winning and losing came down to margins under a thousand votes in 27 constituencies. If those margins had drifted a touch further, the mandate flips.
Five years on, our booth-level community data across 12 marginal segments shows the ground has shifted. Two shifts in particular matter: EBC consolidation is intensifying inside urban and semi-urban booths, and Mahadalit turnout is drifting differently in the plains and the Seemanchal belt.
What the numbers show
Across the 12 segments we tracked, EBC voters were the top-three community in 74% of polling booths, up from 61% in 2020. The share change looks small at the constituency level, but at the booth level it is stark. Booths with EBC dominance are compressing into tighter geographic clusters, which changes how ground game should be deployed.
Mahadalit turnout is not a single story
The plains and Seemanchal tell different Mahadalit stories. Central Bihar booths recorded stable Mahadalit turnout with a slight party-lean drift. Seemanchal booths recorded an eight point turnout jump on average, with community-driven mobilisation as the visible cause.
This split matters for campaign planning. A booth-level community driver in Purnia does not map cleanly onto a booth-level community driver in Bhagalpur. Treating Mahadalit as a uniform bloc across the state is the fastest way to lose booths that were nominally on your side.
What this means for the 2025 mandate
If the two shifts hold through October, the NDA loses a meaningful edge in about 18 of the 27 sub-thousand-margin seats from 2020. That does not automatically hand the mandate to the Mahagathbandhan. It hands it to whichever coalition executes booth-level ground game against the drift.
The mandate is not decided by macro caste arithmetic anymore. It is decided by which coalition can identify the drifting booths first and move community-matched booth captains there in the last 21 days.
